State Highway Infrastructure Report - West Virginia

The information below summarizes the TPM Highway Infrastructure performance measures, which include four pavement condition measures and two bridge condition measures. Per 23 CFR 490, State Departments of Transportation (DOTs) are required to establish 2- and 4-year targets for these measures. The targets should represent the anticipated condition/performance at the mid-point and end of the 4-year performance period. State DOTs establish targets at the beginning of each 4-year performance period, and report on progress every two years. When establishing targets, State DOTs have the flexibility to use the methodology they deem most appropriate. FHWA encourages States to review data sets and trends and consider factors that may affect targets. Performance targets should be data-driven, realistic, and attainable and should align with the performance management framework and legislative intent.

The targets and discussion of basis for targets, optional adjustment of targets, progress, and planned activities were provided by the State DOT in its most recent biennial performance report. FHWA has not edited this information. It is provided to help bring context to the State DOT’s performance targets and progress. The data in the tables and graphs is from the biennial performance report or HPMS data submittal as noted below each measure summary. Any questions about the information should be directed to the State DOT.

Data reported by State DOTs was collected in the previous year, representing the condition/performance at the time of collection. Thus, in the tables and graphs below, FHWA labels data with the year representing the condition/performance, rather than the year the data was reported. The same thing is done for the targets--the year represents when the corresponding actual condition/performance data will be collected, not reported. More Information.

Significant Progress Determination
FHWA determines significant progress for these measures after the mid-point and end of each performance period. A State has met or made significant progress toward target achievement if “actual” condition/performance is equal to or better than the established two-year target or “actual” condition/performance is better than baseline performance 23 CFR 490.109(e). As provided in 23 CFR 490.107(b)(2)(ii)(A), baseline condition/performance is derived from the latest data collected through the beginning date of the performance period. FHWA will classify the assessment of progress toward the achievement of an individual 2-year or 4-year target as “progress not determined” if a State provides the extenuating circumstance information required in 23 CFR 490.109(e)(5), and FHWA accepts the information.

    The performance targets for Interstate system pavements in good condition were determined through the analysis of the performance data from the previous performance period, the predicted performance from alternative funding scenarios within the 2022 TAMP, and the impact of the selected funding scenarios to pavements on the non-NHS system. The predicted percentage of pavements on the Interstate system in good condition for 2023 and 2025 consistent with the recommended TAMP investment scenario are 74.6% and 72.8%, respectively. The decreasing 2-year target (72.0%) and 4-year target (70.0%) acknowledge the projected performance, and accounts for different sources of uncertainty, such as uncertain economic variables including inflation and the labor market, as well as uncertainties associated with the predicted pavement performance and other analytical methods used in transportation asset management plan analyses.

    Interstate system pavements in poor condition have remained below 1 percent during the 2018-2021 performance period. The projected percentage of pavements of the Interstate system in poor condition are also below 1% throughout the 2022-2025 performance period, consistent with the recommended Interstate pavement investment scenario in the 2022 TAMP. The 2-year and 4-year targets were established at 4% considering unknowns associated with the potential impact of transitioning to a new pavement data collection system, the potential further reallocation of preservation budget due to prioritization of bridge performance, and other sources of uncertainty.

    The performance targets for Non-Interstate NHS pavements in good condition were established through the analysis of the 2018-2021 performance data, the predicted performance from alternative funding scenarios in the 2022 TAMP, and the impact of the selected funding scenarios to pavements on the non-NHS system. The predicted percent of percentage of pavements on the non-Interstate NHS in good condition corresponding to the selected funding scenario for 2023 and 2025 are 47.0% and 44.3%, respectively. The decreasing 2-year target (46.0%) and 4-year target (45.0%) acknowledge the projected performance, while maintaining an aggressive stance toward minimizing the reduction in pavement performance. The 4-year target will be reviewed again in 2024 pending 2022 and 2023 performance outcomes. The targets also account for different sources of uncertainty, such as uncertain economic variables including inflation and labor market, among others.

The projected percentages of non-Interstate NHS pavement in poor condition are less than 1 percent throughout the 2022-2025 performance period consistent with the TAMP recommended investment scenario. The 2-year and 4-year targets were established at 5% considering unknowns associated with the potential impact of transitioning to a new pavement data collection system, the potential further reallocation of preservation budgets due to prioritization of bridge performance, and other sources of uncertainty.

    The performance targets for bridges on the NHS in good condition were determined through the analysis of the performance data from the previous performance period, the predicted performance from alternative funding scenarios in the 2022 TAMP, and the impact of the selected funding scenarios to bridges on the non-NHS system. The predicted percentage of deck area of bridges in good condition for 2023 and 2025 are 11.3% and 12.4%, respectively. The predictions correspond to a scenario that accounts for the additional preservation funding from the Bipartisan Infrastructure Law, and that reallocates funds from pavements to bridges as part of WVDOH commitment to improve the performance of bridges. The increasing 2-year target (11.5%) and 4-year target (12.0%) acknowledge the projected positive performance trend while accounting for different sources of uncertainty, such as the prediction errors of the pdeterioration models implemented in the bridge management system.

    The performance targets for bridges on the NHS in poor condition were determined through the analysis of the performance data from the 2018-2021 performance period, the predicted performance from alternative funding scenarios in the 2022 TAMP, and the impact of the selected funding scenarios. The predicted percentage of deck area of bridges in poor condition for 2023 and 2025 are 13.8% and 12.7%, respectively. The predictions correspond to a scenario that accounts for the additional preservation funding from the Bipartisan Infrastructure Law, and that reallocates funds from pavements to bridges as part of WVDOH commitment to improve the performance of bridges. The decreasing (i.e., improving in performance) 2-year target (14.0%) and 4-year target (13.0%) acknowledge the projected performance while accounting for uncertainties in funding level, project delivery and inspection, and BMS models predictions.

PLEASE NOTE: Each State’s performance target assessment is based on its own State-specific target methodology and program philosophy. Therefore, conclusions should not be drawn based only on the information in the Significant Progress Determination Results table. FHWA understands that each State’s program is unique and therefore does not prescribe a methodology for States to set targets. States have the flexibility to use the methodology they deem most appropriate when setting their performance targets.
